Welcome: President Yum welcomed everyone to Bremen and thanked all for attending EURO INTERFINISH 2009.
Minutes of Last Meeting: The Secretary General read the minutes from the last meeting Busan, South Korea. The minutes were approved by the Council.
Treasurer’s Report: Treasurer Zielonka presented the Treasurer’s Report. Income again increased over the previous year. We had an additional member pay the dues and we received $3617.89 from the WORLD CONGRESS in Busan.
Secretary General’s Report: Mr. Witt reminded everyone that next year is the election year for the officers of the IUSF. The Secretary General also commented on the success of the WORLD CONGRESS in Busan. He was encouraged by the participation of the Far Eastern countries and expected an even greater participation in Singapore.
Report on EURO INTERFINISH 2009: Prof. Zielonka reported there were about 100 attendees at the conference and many commented on the excellent program. A delegation of 20 or so from Singapore were planning to attend, but apparently could not get the funding. It was noted there was not a representative from China.
Report on ASIA – PACIFIC INTERFINISH 2010: Dr. Yum reported the program is being organized by the Singapore Surface Engineering Association. The conference will be held October 19 – 23. Information can be obtained by going to the web site: http://www.a-iats.com/asia%20interfinish%202010.pdf.

Welcome – President Yum welcomed everyone to Busan. He thanked the International members for attending the 17th INTERFINISH WORLD CONGRESS.
Minutes of Last Meeting – Secretary General read the minutes from our last meeting in Athens Greece. The minutes were approved by the Council.
Treasurers Report – Treasurer Zielonka read and distributed the Treasurers Report. He noted the income increased compared to last year. Dr. Zielonka also indicated he expected a breakeven budget for next year considering the income we will receive from the levy on the World Congress.
Secretary Generals Report – Mr. Witt reported the IUSF has received dues payment from the United States, Germany, Japan, Singapore, Switzerland, and Argentina. Italy and Brazil had difficulty wiring payment. Mr. Witt will send revised instructions. The IUSF web site was reviewed and all members are asked to review the information and communicate any changes. Mr. Witt informed the Council of Singapore being approved as the site for Asia-Pacific Interfinish 2010. The IUSF received a letter from the China Surface Engineering Association requesting membership in the IUSF. It was decided to notify our members of the request and recommend acceptance once a letter requesting membership in the IUSF is received. Upon agreement of the membership, instructions will be sent on the procedure for paying the dues. Prof. Paatsch suggested that each member give a brief report of the status of surface finishing in his country. These reports will also be made available to members not attending the meeting. An email will be sent requesting these reports. A request will also be made to inform us of upcoming events so they can be posted on our web site. There was a discussion regarding providing additional benefits to members of the IUSF. Mr. Witt suggested the giving of a free registration to an Interfinish program to the official representative of a member country. This free registration will be given providing the country is current in dues payment. We also identified a need for a regional person to coordinate and communicate activities in their part of the world. It was agreed we must identify a responsible from each country before this can be done. There was a review of Future Meetings:

1. Welcome – President Yum welcomed all present. He expressed his concerns regarding American participation in IUSF programs. Dr. Yum sited the scheduling of SUR/FIN 2008 at the exact same time the IUSF WORLD CONGRESS is being held in Korea.
Regrets were received from B.J.Mason (family health issues) and Alfredo Levy for not attending the meeting.
2. Minutes of Last Meeting - The minutes of the last meeting held in Sao Paulo Brazil were read along with a report on INTERFINISH 2006.
3. Report of the Treasurer – Prof. Zielonka reported on the financial condition of the IUSF. He noted that although our expenses were in line, there is a concern about the lack of income. The major problem is the non payment of dues. After some discussion it was agree the dues will remain at $500.00. Members agreed to help with the collection of the dues. Dues collection will be a topic at the next Council meeting in Korea.
4. Report of the Secretary General – Many of the items were previously discussed. The IUSF web site (IUFSF.ORG) was presented with a review of the contents, including links to the member organizations. It was noted the home page of the website contains a link to the INTERFINISH WORLD CONGRESS in Busan, South Korea.
The issue of producing income for sources other than dues was discussed. Items included associate members, web site links, providing courses or other programs, the publishing of technical papers on the web site or in print, IUSF certification, and donations from companies.
There was also a review of contact information.

5. Other Business: It was agreed an invitation will be sent to IUSF members to attend the INTERFINISH WORLD CONGRESS in Busan. The letter would highlight success of past meetings. There was also discussion of having a reception for international attendees.
6. Next Meeting – INTERFINISH WORLD CONGRESS - Busan, South Korea
On behalf of the Scientific and the Organising Committee we would like to inform you about the out-coming of the EURO-INTERFINISH 2007 conference entitled “Nanotechnology and Innovating Coatings”, which was held in Acropolis Divani hotel, Athens, Greece from 18th to 19th of October 2007. The conference was co-organized by the European Academy of Surface Technology (EAST), the International Union for Surface Finishing (INTERFINISH) and the National Technical University of Athens (NTUA).
The EURO-INTERFINISH 2007 was combined with MINDE - Marie Curie Training Courses ATC 3, entitled ‘MICRO AND NANO SCALE PATTERNED DEPOSITION’, held also in Athens, Greece between 14th & 19th of October, with the financial support of EU. All the 66 MINDE supported PhD students and young researchers attended the Conference.
EURO-INTERFINISH is a biannual event of knowledge and experience exchange for researchers and engineers from industry, research laboratories and academic community. Following the success of the previous events, EURO-INTERFINISH 2007 successfully managed to bring together state-of-the-art developments on all aspects related to the processing, characterization and applications of surfaces, coatings and novel nanostructured materials.
The conference was attended by more than 120 scientists and consisted of 27 contributed oral and 20 poster presentations. All full conference contributions (oral and poster) were included in the proceedings of the conference, while selected papers, after the normal reviewing process, are about to be published in a special issue of Electrochimica Acta.

1. President Mason welcomed everyone on behalf of the IUSF. He congratulated the Brazilian delegation on the excellent organization of EBRATS 2006 and regretted the very low number of international attendees. Mr. Mason acknowledged the lack of IUSF Council members in attendance resulting in an insufficient quorum.
2. Mr. Witt discussed the IUSF web site and requested any updates.
3. Mr. Witt told the group has sent an email to the President of the AIMF asking if they have a conference scheduled in 2007 that can also be the site of the Asian Interfinish and have as yet not, received a reply.
4. Mr. Kwon gave a report on the INTERFINISH WORLD CONGRESS and handed out a flyer outlining some preliminary information. It will be held at the Olympic Parktel in Seoul Korea, June 16-19, 2008.
5. President Mason asked Mr. Kwon who will be the next President of the IUSF. He expected it to be Hee-Taek Yum, but would confirm that after he returned to Korea. (We have since received that notification). A Vice President from Korea is yet to be named. Mr. Mason becomes a Vice President.
6. President Mason again expressed his gratitude to the Brazilian delegation and informed them, after consultation with the Secretary General, the IUSF will wave the three percent attendance assessment due to the lack of international attendees. Mr. Mason concluded by thanking everyone who attended the meeting.

Welcome – President B.J. Mason welcomed everyone to the meeting. He is
expressed the regrets from Vice Presidents Wolfgang Paatsch and David
Marsh. Mr. Mason congratulated Spain on the excellent conference. Mr.
Mason pointed out that our meeting time was very limited due to the
number of papers to be presented in the afternoon session.
2. Approval of Minutes – The minutes of the last meeting were approved.

Report of the Treasurer – Prof. Andreas Zielonka gave the Treasurers
report (attached) which was approved by the Council. There was a brief
discussion of the poor response we have received from our latest dues
notice. The Council members present agreed to help.
4. Report of
the Secretary - Mr. Witt indicated the new IUSF web site will be in
operation very soon. He asked the members present for any contributions
to the site. He also said he will be contacting Dr. Yum of South Korea
for information about the Interfinish World Congress in 2008.

Welcome – President Mason welcomed everyone on behalf of the IUSF and
opened the meeting. The president asked the members to remember Skip
Cassell, a former AESF President and friend of many international
members, who passed away last year. Mr. Mason expressed the regrets we
received from Jean-Claude Puippe ( Switzerland), Vladamir Kudryavtsev (
Russia), Jerzy Bielinski ( Poland), and Ron Read ( United Kingdom).

Approval of Minutes – The motion to approve the minutes was made by
Andreas Zielonka, seconded by David Marsh, and approved by the Council.
3. Secretary Generals Report:
a.
Charter Revisions – The revisions of the Charter were reviewed by the
Council and approved by a unanimous vote. An updating of the Charter
was suggested at the previous Council meeting and a sub-committee
assigned to this task.
b. Incorporation of the IUSF in Florida – Ted Witt reported the IUSF is now a legal corporation in the State of Florida, USA.
c.
IUSF Treasury Report – (Attached). Andreas Zielonka reported the IUSF
Treasury has been successfully moved from VOM to Orlando, Florida. The
Organization is strong financially, although there are concerns about
dues collection.
d. 2004 Budget – The 2004 budget proposing an
income of $2700.00 was presented. Andreas Zielonka moved the Council
approve the budget, seconded by David Marsh, and approved by the
Council.
e. Dues Collection – A discussion was conducted on IUSF
dues. The decision was made to not recover any past dues and to begin
again this year. Andreas Zielonka made a motion to set the annual dues
at $500.00 (American), seconded by David Marsh, and passed by the
Council. It was agreed a letter be sent with the dues notice explaining
the goals of the IUSF.
f. Levy for Interfinish Conferences –
After discussion a motion was made by Wolfgang Paatsch, seconded by
David Marsh, and passed by the Council to establish a 2% levy on
societies conducting an Interfinish conference held between World
Congresses.
g. 2004 Interfinish World Congress – Attendance was
lower than expected due to a weakened economy and the decline in the
Surface Finishing Industry. An error was noted regarding the program
indicating the technical sessions were sponsored Interfinish instead of
sponsored by EAST.
h. Education Report – Ron Read reported by
email that Australia has ceased teaching the IMF course for IUSF
certification. Education and training is going well in the UK. He also
reported the increase in courses including an environmental course for
Surface Finishers. Last year one or two IUSF Certifications were
accredited.
